The pass mark on Tier 2 is 4. From this the two sites off Severalls Lane should be eliminated but "the issue of services is unclear and, due to the deficiency of time, we (CDN) have been unable to clarify this with the relevant utility companies."

 

Commentary

  • Why is the 'pass mark' 4? What criteria giver the score of 4 a 'pass'?

  • My two highlights concern the Lodge Lane area; which appears to be approached now via an aggregates yard (industrial) and has no more 'off-road' access to settlements than the Severalls Lane sites. If the criteria means, 'Does it have a pavement?' it is true that Lodge Lane can be reached from Colchester along a pavement, but neither Ardleigh or Langham can be reached in this way. The pavement, it must be added, is broken by the small matter of crossing the Ipswich Road/A12 roundabout!
